The challenges of deploying automated mobility in the territories

By 2035, the use of automated shuttles has become widespread. They help connect rural and peri-urban areas, accelerate the ecological transition, and address the challenge of an ageing population by providing seniors who can no longer drive with a solution to maintain their mobility and independence.
It is to bring about this vision of a future mobility that is more sustainable and inclusive for residents of low-density areas that the Movin’On Community of Interest on Automated Vehicles (CIVA) has been mobilizing since its creation in 2019. Combining both scientific and operational perspectives, it brings together twelve major companies: beti, BNP Paribas Cardif, Forvia, Kantar, Macif, Maif, Navya, Michelin, Microsoft, Orange, SNCF, and Vinci. CIVA also relies on an Advisory Board made up of experts, researchers, and elected officials.
Its work has demonstrated the relevance of deploying automated shuttles in rural and peri-urban areas. It has also emphasized the importance of supporting local authorities in the implementation of these new mobility services. The French State has reaffirmed this priority in successive updates of its national strategy for the development of automated and connected road mobility, led by Anne-Marie Idrac.
In this context, the content of CIVA’s fifth report shows how pioneering and useful its work continues to be.
The panorama carried out in 2024 on how French intermunicipalities are preparing for automated road mobility is a unique and original contribution to the much-needed effort to support local territories in deploying driverless shuttles and buses.
The results are encouraging, highlighting that favorable conditions for automated road mobility already exist throughout France. However, they also reveal that knowledge of the subject remains very limited among rural and peri-urban communities of municipalities—even though they stand to benefit the most from shared automated vehicles given their significant public transport needs.
This finding regarding the current state of preparation of intermunicipalities calls for a degree of caution. Despite the ambition of ecosystem stakeholders and the enthusiasm of some local officials to finally see automated shuttles operating in their territories, the challenges of large-scale deployment remain to be addressed, as demonstrated throughout the chapters of this report.
In 2025, CIVA will continue contributing to efforts to promote the development of shared and collective automated transport services that are safe, economically viable, and high quality, meeting the mobility needs of residents in all territories.
