Urban cable cars: cities conquering the sky

Medellín, La Paz, New York... The urban cable car has won the vote with a number of municipalities across the Atlantic. Both economical and environment-friendly, the cable car seems to offer considerable advantages, opening up neighbourhoods and relieving traffic congestion. Closer to home, the city of Brest was the first to install an aerial public transport system. Ahead of Toulouse, which last summer put into service the longest cable car in France...

Why has this form of public transport succeeded in appealing to cities that characteristically are so very different? What regional planning issues does the cable car address?
